What is your role with your agency?
I currently serve as the Social Accountability and Strategic Initiatives Manager for the City of Raleigh Parks, Recreation and Cultural Resources Department. Within this role I lead strategic initiatives that foster transparency, accountability, and collaboration to enhance the efficiency and effectiveness of programs and services that align with the departments mission, vision, and values.
How long have you worked in Parks and Rec?
I have been in the field of Parks and Recreation for twenty-two (22) years. I began my career with the City of Durham Parks and Recreation Department in 2003 and in 2014 joined the City of Raliegh Parks Department. I have served at the Social Accountability and Strategic Initiatives Manager since 2021.
Why did you choose this career?
The simple answer is that I wanted to make a meaningful, positive impact on the quality of life for community residents. I earned both a Bachelor of Arts in History and a Master of Public Administration from North Carolina Central University. While my academic background didn’t directly point to a career in Parks and Recreation, my professional journey—and my growing appreciation for the value of parks, open spaces, and the programs and services they provide—led me there. When I applied for my first position in the field as a Teen Program Coordinator, I didn’t fully realize the path I was stepping onto; I just knew I wanted the opportunity to make a difference.
What’s one thing people might not know about you?
I am avid DIY’er who BELIEVES she can make anything…and I have three pets Cappuccino and Coffee Bean (Chihuahua’s) and Cinnamon Roll (Tabby Cat). Additionally, my locs are much longer now than they were in this photo :)

Jonathan Carter
Athletic Supervisor
Valdese Parks & Recreation
What is your role with your agency?
For the past seven years, I’ve proudly served as the Athletic Supervisor for Valdese Parks & Recreation, where I oversee programs that inspire connection, health, and happiness through sport and leisure. Before joining the Town of Valdese, I worked as the Athletics Coordinator at Carolina Forest Recreation Center with Horry County Parks and Recreation in South Carolina.
How long have you worked in Parks and Rec?
I earned my degree in Recreation and Sport Management from Coastal Carolina University, where my passion for recreation truly took shape. Fun fact: during college, I had the unique opportunity to step into the mascot suit as Chauncey the Chanticleer for several events in the summer of 2014—a memory that still reminds me how joy and community spirit go hand in hand.
Why did you choose this career?
Thankful to God, my greatest joy in life is my family. I’ve been married to my wife for about four months, have three amazing step-children, and we’re thrilled to be expecting a baby in May.
Having been involved in youth sports since the age of 17, I’ve come to recognize the powerful connection between athletics and life. My passion lies in people—creating opportunities for all ages, from children to seniors, to relax, connect, and find joy through recreation. Behind every successful program is someone dedicated to making it possible, and I take great pride in being that person.
What’s one thing people might not know about you?
My mission is simple: to help others find fun, connection, and a sense of escape from everyday demands in a safe and welcoming environment. I approach every program with childlike enthusiasm, a strong work ethic, and a people-first philosophy. Ultimately, I strive to foster spaces where community members can thrive—physically, emotionally, and socially.
