Phil Fleischmann
Director, Greensboro Parks & Recreation

Awarded the 2025 NCRPA Meritorious Award

     
     Some leaders enter our profession and, over time, quietly but profoundly transform it. They are like the undercover superheroes of Parks & Rec, sneaking around doing excellence while the rest of us wonder how they make it look so easy. Not just through programs, facilities, and leadership, but through the people they inspire and the communities they serve… which, in this case, he's served so much he should probably have his own Parks and Recreation punch card: “10 community impacts = free smoothie.”

     For over two decades, Phil has exemplified unwavering commitment, integrity, and collaboration, consistently elevating both colleagues and the communities he touches.

     Beginning his career in local government in the early 2000’s, he steadily assumed increasing responsibility, taking on diverse leadership roles across multiple cities and counties. Each position offered new challenges, and each was met with thoughtful leadership and a focus on community impact. He understands that the success of parks and recreation goes hand in hand with the success of the people he serves and the professionals he leads.

     His work has transformed departments, reopened renovated facilities, expanded recreational resources, piloted innovative programs to enhance accessibility, and integrated trails and greenways to create more connected communities. He is deeply committed to fostering partnerships with nonprofits, universities, municipal stakeholders, and civic organizations, knowing that collaboration multiplies impact. At the same time, he mentors the next generation of professionals, sharing knowledge, encouragement, and serving as a model of professionalism and integrity.

     He is a Certified Parks and Recreation Executive, has his undergraduate degree from UNC-Chapel Hill and a Master’s from UNC Greensboro.  He was honored in 2018 as Board Member of the Year for the YWCA of Greensboro, served as the Conference Chair for the 2017 Carolinas Recreation & Park Conference, and has presented on a variety of topics at both national and state conferences.
Through vision, creativity, and dedication, he has left an indelible mark on parks and recreation in Greensboro and beyond. His leadership uplifts colleagues, strengthens communities, and sets a standard for excellence that inspires all who work with him.
It is for these reasons—and for countless others—that we are proud to honor the Director of Greensboro Parks & Recreation, Phil Fleischmann with the NCRPA Meritorious Service Award.
