Potential New Structure

 

Challenge:  Land for Tomorrow has been charged with combining the 3 conservation trust funds into 1 (PARTF, CWMTF and Nat. Heritage)

 

New Name:        Parks & Conservation Trust Fund (???)

 

Revenue Sources:             A - Appropriations

                                             B - Specialty License Plate Revenue (State Parks plate)

                                             C - Deed Stamp Tax Revenue (current PARTF & Nat. Heritage funding source)

 

Current Funding Amount:

·        Appropriations –

·        Specialty License Plate Revenue (State Parks plate)  - approx. 2M

·        Deed Stamp Tax Revenue (current PARTF & Nat. Heritage funding source) approx. 27.5 for PARTF and 9M for Nat. Heritage

 

 

Suggested Plan:  2 separate councils with 2 separate accounts to handle the money. Each council would make their own funding decisions

 

Parks & Recreation

 

Funding:  50% of B&C combined above

 

Internal Division:

65% for State Parks

35% for Local Gov’t Grants

 

Eligible Applicants:

State Parks and Local Governments

 

Estimated value of 50% is approximately 20M. This number will fluctuate based on license plates and deed transfers over the years.

 

Distribution of 20M:

65% = 13M

35% = 7M (is close to the amount the match grants have been for the past few years)

 

 

 

Water & Land Conservation

 

Funding:  50% of B&C combined above

 

Internal Division: none

 

 

 

Eligible Applicants:

State Agencies, Local Governments and nonprofits

 

Estimated value of 50% is approximately 20M. This number will fluctuate based on license plates and deed transfers over the years

 

Distribution of 20M:  ?????

 

Note:  qualifications on this will be similar to the current CWMTF and Nat. Heritage TF

 Notes:  we're trying to get debt service and unrelated operating costs removed (might not be possible to do both, but we're going to try).  Estimated revenue for this year (before Gov's change) was 27.5 million. Gov's budget proposed 15.5 - only covered obligations
